Text se zabývá problematikou zdravého finančního řízení ve vazbě na strategickou práci. Problematika rozpočtu veřejné strategie není v zákoně o rozpočtových pravidlech a navazujících předpisech řešena. V samotných strategiích se obvykle nazývá jako „financování“, „finanční zdroje“ a podobně, ale v podmínkách ČR v řadě strategií nejsou financování, ani finanční zdroje v dostatečné míře konkretizovány. To platí zejména pro vládní strategie, u samospráv je situace z tohoto hlediska lepší. Je třeba brát v úvahu, že rozpočet strategie musí být součástí rozpočtu instituce, která strategii zpracovala. Problémem je, že stát a jeho organizace připravují rozpočet na následující rok plus dva další roky. Samosprávy připravují rozpočet na následující rok s využitím svého rozpočtového výhledu, který se sestavuje na 2 až 5 let. Z tohoto hlediska je problémem časový faktor – veřejné strategie se obvykle schvalují na delší období, než je sestavován rozpočet nebo rozpočtový výhled. Pro strategickou práci je významné též finanční řízení klíčových projektů.

The text deals with the issue of sound financial management in relation to strategic work. Both the Act on Budgetary Rules and Related Regulations do not address the public strategy budget. The strategies are usually called “financing”, “financial resources”, and the like. Still, in the conditions of the Czech Republic, funding and financial resources are not sufficiently specified in several strategies. This is especially true for government strategies, as the situation is better for municipalities from this point of view. It should be considered that the strategy budget must be part of the budget of the institution that developed the strategy. The problem is that the state and its organizations are preparing the budget for the following year plus two more years. Municipalities prepare the budget for the following year using their budget outlook, which is drawn up for 2 to 5 years. From this point of view, the problem is the time factor – public strategies are usually approved for a longer period than the budget or budget outlook is drawn up. Financial management of key projects is also important for strategic work.
