Článek se zaměřuje na vývoj bezpečnostní strategie České republiky od roku 1993 do současnosti. Prostřednictvím komparativní analýzy zkoumá, jak se strategie přizpůsobovala proměnám mezinárodního prostředí a vnitrostátním výzvám. Studie identifikuje klíčové faktory ovlivňující tento vývoj, včetně změn v percepci hrozeb a adaptace na nové bezpečnostní výzvy, s důrazem na ochranu obyvatelstva a krizové řízení jako klíčové aspekty národní bezpečnosti. Průzkum využívá kvalitativní metodu srovnávání jednotlivých strategických dokumentů přijatých mezi lety 1999–2023, s cílem identifikovat jejich podobnosti a rozdíly. Výsledky analýzy ukazují, že navzdory postupným úpravám strategie zachovávají určité konstantní prvky, zejména důraz na členství v NATO a EU a posilování transatlantických vazeb. Zásadní změny se projevují v posunu percepce hrozeb, rostoucím důrazu na ochranu obyvatelstva a krizové řízení a ve vývoji pojetí odpovědnosti za bezpečnost, která se stále více přesouvá od státu k celé společnosti i jednotlivcům.

The article focuses on the development of the Czech Republic's security strategy from 1993 to the present. Through a comparative analysis, it examines how the strategy has adapted to changes in the international environment and domestic challenges. The study identifies key factors influencing this evolution, including shifts in threat perception and adaptation to new security challenges, with a particular emphasis on population protection and crisis management as essential aspects of national security. The survey uses a qualitative comparative method to analyze strategic documents adopted between 1999 and 2023, aiming to identify similarities and differences. The results indicate that despite gradual adjustments, the strategies retain certain constant elements, particularly an emphasis on NATO and EU membership and the strengthening of transatlantic ties. Significant changes are observed in the transformation of threat perception, an increasing focus on population protection and crisis management, and a shift in the concept of security responsibility from the state to society as a whole.
