Text se věnuje tématice z oblasti obecního zřízení a orgánů obce, a ještě více specifikováno tématice orgánů těchto orgánů – tedy výborů zastupitelstva obce, na které česká právní publicistika do jisté míry zapomíná. V části prvé se především zaměřuje na výzkumnou otázku, zda lze u výborů zastupitelstva obce hovořit o „funkčním období“? Což je právně zajímavá úvaha zejména s ohledem na skutečnost, že zákon č. 128/2000 Sb., o obcích (obecní zřízení), takovou terminologii explicitně neužívá. A ani téma délky funkčního období u citovaných výborů explicitně neřešil a nadále neřeší. Přesto lze jednoznačně dovodit, že výbory zastupitelstva obce jsou svým funkčním obdobím fakticky svázány s funkčním obdobím samotného zastupitelstva obce.

The deals with the topic of administrative law, namely the area of municipal organization and municipal bodies, and even more specifically the topic of the bodies of these bodies – i.e. the committees of the municipal council, which Czech legal journalism forgets to a certain extent. In the first part, it focuses primarily on the research question of whether it is possible to speak of a “term of office” for municipal council committees? Which is a legally interesting consideration, especially with regard to the fact that Act No. 128/2000 Coll., on municipalities, does not explicitly use such terminology. And it did not explicitly address and does not address the topic of the length of the term of office for the cited committees. Nevertheless, it can be clearly concluded that the term of office of the municipal council committees is in fact tied to the term of office of the municipal council itself.
