Právní analýza se zaměřuje na kompetenční nastavení jednotlivých vrstev veřejné správy působících v území PMO, hranic jejich působnosti a rozhraní umožňujících realizovat spolupráci či nastavovat koordinaci. Na základě analýzy ČR a mezinárodní komparace výsledek definuje, jaké varianty nastavení správy v území jsou možné s ohledem na dílčí, podstatnou či zásadní změnu správních poměrů. Definuje také potenciální role jednotlivých subjektů v těchto návrzích uspořádání, včetně návrhu vzniku nové entity, který by zajistila společný rozvoj řešeného území.

The legal analysis focuses on the competency setup of the different layers of public administration operating in the Prague and Central Bohemia area, the boundaries of their competences and the interfaces that enable cooperation or coordination. On the basis of the analysis of the Czech Republic and international comparison, the result defines which variants of the governance setup in the territory are possible with regard to partial, substantial or fundamental changes in the administrative conditions. It also defines the potential roles of the different entities in these arrangement proposals, including the proposal of a new entity that would ensure the joint development of the territory.
