Text se zabývá akademickými úvahami o politické a státní spolupráci států střední Evropy v širším pojetí. Za optimální považuje konfederaci s prvky reálné unie. Je obsažen i návrh konfederační smlouvy.

The text deals with academic considerations on the political and state cooperation of Central European states in a broader sense. He considers a confederation with elements of a real union to be optimal. A draft confederation treaty is also included.
