SWOT analýza je jednou z nejužitečnějších a současně nejuniverzálnějších analýz pro řízení obcí, měst, krajů a jejich organizací. SWOT analýzou se rozumí posouzení řešeného tématu ve 4 oblastech, respektive ze 4 „úhlů pohledu“: (1) silné stránky (Strong Points), (2) slabé stránky (Weak Points), (3) příležitosti (Opportunities) a (4) hrozby (Threats).
