Text se zabývá právem prezidenta České republiky zastupovat stát navenek. Vychází z ústavní úpravy a poukazuje na politickou praxi. Tato problematika je významná především, pokud je vztah mezi prezidentem a vládou napjatý a mají rozdílné zahraničně politické koncepce. Zvláštní pozornost je věnována vyhlašování a ukončování války a uznání státu.

The text deals with the right of the President of the Czech Republic to represent the state externally. It is based on the constitutional amendment and points to political practice. This issue is especially important if the relationship between the president and the government is tense and they have different foreign policy concepts. Special attention is paid to the declaration and termination of war and the recognition of the state.
